Coatesville RDA meets developers in private

The Coatesville Redevelopment Authority (RDA) discussed met with developer in a closed-doors executive session Monday night with only the much-delayed Riverwalk being talked about in the public session.

Out of public view, Developer Carl Chetty told the four authority members present for the executive session he was interested in purchasing the north section of the Flats to build town homes as originally planned by Iacobucci Homes in a partnership with Mosaic Development Partners.

Gregory Reaves, of Mosaic, also met with the RDA in its closed doors session. Reportedly Mosaic is close to completing a deal for the purchase of the Flats. But before that deal can be finalized the RDA reportedly is demanding that Mosaic have a firm commitment for a grocery store.

When Mosaic first expressed interest in the 26-acre Flats it was in partnership with Baker Company, the New York based parent company of Iacobucci Homes. At that time, Baker Company said it most likely would be the sole purchaser with the southern section being sold to Mosaic whose owners were planning to build a grocery store, restaurants, and retail shops on the section closest to West Lincoln Highway. However, more recently said it would be the sole purchaser and reportedly has submitted a $5 million bid.

Public discussion regarding the Riverwalk centered around easements regarding the width of the walking trail and set backs. The Riverwalk is a city project; however, the land is owned by the RDA which was purchased from the now defunct G.O. Carlson stainless steel manufacturer and ArcelorMittal Steel Co. for a total cost of $2 million.

But why almost nine years after the Riverwalk was proposed is the city now asking for an easement caused concern among two city residents, John Pawlowski and Mike Zemacke, who regularly attend RDA meetings. "Nine years you have been talking about it and there has been no action," said Zemacke.

Walker said the reason redevelopment has slowed is because of financing. "Right now the developers are having a hard time getting financing," he said.

Authority members Harry Colon, Richard Stonewall, Jon Kasitz and Jack Burkholder were present for the RDA meeting. Member Joe 'Zeke' DiSciullo was absent.
