Teenage firebug charged in Coatesville arsons
by Allen Davis Staff Writer Posted: Thursday, 19 Feb. 2009 10 p.m. A Downingtown teenage who reportedly loved to watch things burn was arrested today and charged with nine of the 22 arsons that created a wave of terror in Coatesville.
Roger Leon Barlow, 19, of the 200 block of Pennsylvania Ave., Downingtown is being held in county prison after being arraigned before District Justice Rita Arnold who set bail for the alleged serial arsonist at $9 million. "Roger Barlow's dangerous and risky behavior for the past 48 days and maybe longer has now been stopped," said Mark Potter, special agent in charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives at a press conference in City Hall. District Attorney Joe Carroll, who lives in Coatesville, said he does not believe the crimes were gang-related, as originally thought, or hate crimes or targeted at specific individuals. Carroll described Barlow simply as a pyromanic who liked to watch things burn. He refused to elaborate further on Barlow's motivation. Barlow admitted to setting nine fires, according to court documents. One of those fires destroyed 15 row homes on Fleetwood Street, leaving 15 families homeless. City Council Member Robin Scott was one of the victims who lost their home in the Fleetwood fire. "Twenty three fires in 27 nights. It was many sleepless nights for (Coatesville) residents out of fear. For law enforcement it was out of determination," said Potter. Authorities said the Chester County Task Force, comprised of federal, state, county and local law enforcement agencies, will remain in place. Potter said the arrest of Barlow was just one step in a long journey. Coatesville Police Chief William Matthews said the city's State of Emergency will remain in affect, along with an 8 p.m. curfew for those under 18 years of age. "I want to emphasize this investigation is not over. I'm not convinced this is the only person involved," said Carroll. Barlow, according to authorities, admitted to intentionally setting nine fires since Jan. 2, leaving 14 arsons still unsolved. Barlow first became a suspect in the the arson investigation after his vehicle was stopped during heightened patrols in Coatesville, said authorities, who later discovered his MySpace page which featured animated flames. Laurie Magid, U.S Attorney for Eastern Pennsylvania, said it was great team work and good old-fashioned police work that resulted in Barlow's arrest. "These guys were working 24/7," she said. The fires Barlow is accused on setting are: 128 N. Fifth Ave., Jan. 2; 205 W. Diamond St., Jan 2; 458 Oak St., Jan. 6; 15 N. Church St., Jan 12; 228 W. Diamond St., Jan. 17; 218 W.
