Pulver grants for hotel, office building at risk

Developer Don Pulver must begin land development for his proposed Marriott Hotel and multi-level office building within the next 60 days or lose $4.6 million in state grants.

Pulver last week asked the city Redevelopment Authority (RDA) to speed up finalizing the deal that allows him to purchase the air rights for the hotel and office. The city will remain ownership of the land, but will receive $320,000 from Pulver for the right to build on the property located just south of the Route 30 Bypass ramp on the west side of Route 82.

"These grands are coming to end of their useful life," said Pulver. He said the $4.5 million could only be used for land improvement and infrastructure and the widening of Route 82 to allow a left turn in. "We're not ready to build yet, but we are ready to do the site work."

Pulver originally planned to build a five-story office building behind Turkey Hill on city-owned property at the intersection of routes 340 and 82. But, he failed to secure approval from the state Department of Environmental Protection because of erosion control and storm water runoff issues.

Now, Pulver wants to build the office building adjacent to proposed Marriott Hotel where he had planned to build a restaurant. The restaurant, according to Pulver, will now be located in either the hotel or the office building. The office building has also been downsized to 60,000 square feet.

In an unrelated matter, the RDA agreed to sell a duplex at 115 and 117 North Third Avenue for $140,000 to Maximino Mejias. The RDA had purchased the two twins for $97,000 each in 2005 for a proposed multi-level parking garage which included a pedestrian walkway connecting to a new train station platform on Fleetwood Street.
