Ray also questioned why the city couldn't outsource its codes department and eliminate the fire department, leaving the city with all volunteer firefighters. <p></p>"I've been to a lot of fires and its always the volunteers who show up first," she said. <p></p>Walker said he didn't believe a four-day work week would work. "We're already backed up and we're staying behind. I just don't see it," he said. <p></p>Ray also questioned why those employees belonging to a union were getting raises and those not represented weren't.
