FBI takes documents related to consultants from Walker's office
by Allen Davis Staff Writer Posted: Thursday, 14 January. 2010; 7:45 a.m. Documents seized from City Manager Harry Walker's office pertained to the numerous consultants Waker hired, according to those close to the investigation. Coatesville council President Ed Simpson at Monday's council meeting refused to comment on the FBI investigation which is being coordinated with the district attorney's office. But, council unanimously approved a motion proposed by Council Member Karl Marking to request the district attorney's office and the FBI conduct a forensic audit of city finances and real estate transactions. The purpose of the audit, said Marking, is to determine whether there is any evidence of obstruction of justice, misdirection of funds, willful negligence and actions of criminal intent by the city's administration. Simpson has long been critical of Walker's hiring of consultants, repeatedly asking for a list of consultants and their cost to the city. He said Monday night it wasn't until last month that Walker was forthcoming with some of the information. On Feb 8 FBI agents and county detectives seized documents and an electronic copy of Walker's computer. Reportedly, Walker arrived at City Hall to retrieve personal items from his office at the same time federal and county investigators were there. Simpson confirmed in an after-council meeting interview that he did deliver a five-day termination letter to Walker at his home following the Monday, Jan 4, swearing in ceremony of the four new council members who replaced the Bloc of Four. Immediately after being sworn in, council voted to fire city Solicitor Andrew Lehr and place Walker on paid administrative leave. Meanwhile, Assistant City Manager Kirby Hudson as been acting as interim city manager. But just before the last Monday's council meeting, Ted Reed met with council in their executive session. Reed now works for Pennsylvania American Water Company. Prior to that, Reed was head of the Coatesville Water Authority and prior to that was the city manager for Coatesville. Simpson said Reed volunteered to help the city. "Reed offered some of his time," said Simpson. "At this point in time he is not being considered."
